Dr. Jovian Joris Tan Chern Chian, known professionally as Dr. Jovian Tan, is a Kuala Lumpur-based technology entrepreneur and the founder and Chief Technology Officer of Bitara, which describes itself as a Web3 infrastructure and financial ecosystem builder. He has more than a decade of experience in distributed systems and AI infrastructure.
Current role
At Bitara he leads the company’s technology work, including blockchain systems for digital-asset exchanges, decentralised finance and tokenisation platforms. He has led distributed-ledger initiatives across e-commerce, supply chain and financial services.
Earlier career
He founded Global Blockchain Research in 2018, a Kuala Lumpur company that incubates and develops distributed-ledger solutions, and co-founded CEZ Solutions, which helped Malaysian public schools build digital classrooms, and TRU3T, a blockchain credential-verification and decentralised-identity venture.
Before that he spent four years at Microsoft in Kuala Lumpur, first as a Developer and Platform Evangelism intern and then, from 2013 to 2016, as a Windows Devices Mobility Technical Solution Professional, where he led proofs of concept with software vendors and system integrators and received the FY15 Q4 Devices Achievement Award (Tablets).
Education and honours
He holds a bachelor’s degree in Computer Science (Software Engineering), First-Class Honours from Universiti Teknologi Malaysia. The title “Dr.” refers to an honorary Doctorate in Global Humanities Studies, awarded by ANC Philippines.
